It should know, but most developers don't think about cross compiling
and happily write autoconf tests that are required to execute to work.
gcc 4.3's c++ libraries for example do this.  They are imposible to
cross compile (older versions worked fine).  Most autoconf tests are
compile tests (they only care if it compiles or not).  A few have to
be executed.  Those fail.
