Hi David/Greg,

The quagga romfs target fails because
quagga/build/install/bin/zebra, for example, does not
exist.  It appears that the quagga install target is
pre-pending arm-linux-, in my case, to the binary.  In
other words I see
quagga/build/install/bin/arm-linux-zebra.

The attached patch resolves this issue.
