Then it just wasn't implemented in 2.4.6,  if you upgrade to a later
version or backport the changes in fs/exec.c that are needed to make it
work then you will have what you want.

Unless you have absolutely no choice,  get a new kernel, this isn't the
only thing that is fixed ;-)
